Programme Manager | Bioscience

Job purpose:
The External Programme Management Group (EPMG) provides management and support services for several government-funded research programmes. One of these programmes is the Technology Programme operated by the Technology Strategy Board, an executive non-departmental public body (NDPB), established by the Government in 2007 and sponsored by the Department for Business, Innovation and Skills (BIS).

An opportunity has arisen for a suitable individual to work on the Technology Strategy Boards Technology Programme in liaison with the Senior Programme Manager and other team members. The post provides for an external liaison role with interfaces to UK Government, academia and industry. It will be an excellent opportunity for a suitably qualified member of staff, with good project management skills, to obtain experience outside the laboratory environment in a management role, whilst still retaining close contact with researchers.

The office based role will be an 8 month secondment at the Teddington site which will also require the individual to travel within the UK.

Key result areas:

· Acting as the Programme Manager for the Technology Programmes portfolio of funded Bioscience projects and assisting in other key technology themes.
· Co-ordinating monitoring of funded projects: monitoring project progress against milestones, overseeing project file maintenance, attending meetings with researchers and industrial project participants, reading project progress reports, resolution of project issues, checking contract amendment requests, advising and liaising with grant recipients, attending project close out meetings, and quarterly project meetings when required.
· Supporting and liaising with the external Bioscience project Monitoring Officers (MOs) on the day to day management of their projects by providing advice and guidance.
· Reporting to the Technology Strategy Board on contractual and project issues: Liaising with the project MO and Bioscience Lead Technologist at the Technology Strategy Board on technical aspects and the Technology Programmes delivery team on project contractual issues.
· Liaising with the Bioscience Lead Technologist to resolve project issues.
· Assisting the Bioscience Lead Technologist in the assessment of funded projects in the Bioscience technology area.
· Attending funding panel meetings and taking minutes.
· Providing cover for the MO when required.
· Updating the monitoring website.
· Attending applicant briefings, call launch meetings, conferences etc.
· Receiving project proposals, checking proposals and resolving queries.
· Responding to Parliamentary requests for information, often at very short notice.


Candidate specification:

· A scientific degree is essential in bioscience, health, biomedical sciences or a related subject.
· Laboratory-based research experience is desirable.
· Demonstrable project management skills and previous experience of research project management are desirable, particularly experience of contractual issues, administrative and financial aspects.
